August 7, 2012 meeting was called to order at 7:30 pm, Mayor Anthony C. Leone, Jr. presiding. Also present, Deputy Mayor Michael A. Mahoney, Trustees James G. Collea, Thomas J. Thomas, Charlie Carey and Clerk Jacqueline L. Garncarz.

A motion was made by Trustee Carey to accept the minutes from last month's meeting, without correction, seconded by Trustee Thomas; all in favor 5-0.

Public comment portion of meeting was opened.

1. Greg Voss of 21 Third St. complained about the new no parking signs on Erie St. The Board explained the safety reasons for the signs and will instruct the Police Dept. to accommodate local delivery drivers.

2. Elaine Hickel of Club Monarch agreed with the Board that the no parking signs were

necessary and even though she lost 3 parking spaces, she would like to see the signs stay.

There is already a law prohibiting parking on half that side of the street and a public hearing will be held on Sept. 4 for Local Law 3, 2012 to make the remainder no parking.

3. Norm Seakan of 2211 Highland Ave. remarked that at last month's meeting the Board

declined to accept Colangelo as part-time Police Chief, and wanted to know if we will be advertising the position soon. What is the Board's next step and when will it be taken?

4. Marcel Wrobel, Sunnyside Dr., Utica; a part-time Police Officer; asked to address the Board in executive session regarding his employment. The Board agreed to his request. Correction: regarding personnel.

Public comment was closed.

Deputy Mayor Mahoney asked for a motion to purchase 3 tasers for the PD at a cost of $5000. Training of the officers will be done with the Town of Whitestown at no expense to the Village.  A motion was made by Trustee Carey, seconded by Trustee Collea; all in favor 5-0.

He also made a motion for permission to hire two new officers to send to Phase II training in September. Mary Adamczyk and Matt Zabek have completed Phase I and will reimburse the Village for their tuition to the school. During their training they will be paid, and they will be on probation for 160 hours of road service at a rate of $8.00 per hour, seconded by Trustee Carey; all in favor 5-0.

Deputy Mayor Mahoney then asked to convene executive session at the end of the business meeting to discuss PBA Union Contract negotiations.

Trustee Thomas reported that attendance at the band concerts was good and that the parks look great. He thanked the Highway Dept. for their cooperation. He also reported that the Village Golf Tournament was going to be called "The Bruno" in the future, in honor of former Mayor Bruno Petruccione, who instituted it and organized the tournament for 19 years to benefit the culture and activities of our residents.

Trustee Collea mentioned that the Fire Dept. is purchasing a CO2 detector to aid the emergency responders with their calls concerning carbon monoxide.

Trustee Carey reported that the Children's Party plans were ongoing, and the party will be August 22 at 5pm with a rain date of August 24. The Neighborhood Watch will be providing workers for the party.

A financial report was given to the Board and it was noted that the CHIPS report has been filed for our reimbursement of the 2012 paving project. Vouchers in the amount of$154,814.88 were approved, which included the paving costs.

OIC Maxam submitted a written report for the Police Dept.

Our attorney was not present.

Highway Superintendent Larry Felitto reported that fourteen ton of trash was collected with the July trash pickup. He mentioned that he went to a seminar regarding parks and playgrounds and that our facilities are in compliance.   

Fire Chief Joseph Morosco reported that the gear racks were in and installed. He also set a date for the inspection of the Scott system and hoses.

Codes Officer George Farley submitted a written report.

The Planning Board gave a written report which included holding a public hearing regarding permission for a subdivision on a property on Whitesboro St.

ZBA will have a public hearing on August 13th regarding off street parking and a second one for an addition to a business.

Justice Kulaga complained about the Police Dept's. incorrect issuing parking tickets and asked the Board to have the PD review their procedure in regard to warnings.

Mayor Leone reported that we have heard from Oneida County Rep. Flisnik regarding his Public Safety Commission withholding drug fund money from the Village. Mr. Flisnik suggested that because our residents wanted to keep our Police Dept. we should pay for whatever we need with tax dollars. Drug fund money is seized assets obtained during drug arrests, that is later distributed to local Police Depts. to purchase equipment to help them in their duties, such as tasers, radar, etc.

He also said that the Arterial project should start in the spring and we will wait to see how it affects our traffic patterns.

Correspondence was read. A letter from Rep.Flisnik and a letter from Workers Compensation regarding a past employers settlement with them were the only letters received.

A motion was made by Trustee Carey, seconded by Trustee Collea to enter executive session; all in favor 5-0. The session included an employee's complaints regarding his supervisor and also PBA Union negotiations. 

No motions or votes were made during this session. Executive session ended on a motion by Deputy Mayor Mahoney seconded by Trustee Collea; all in favor 5-0.

Meeting resumed with a reminder about the Children's Party and to review the Local Law information for the Public Hearing on Sept. 4 at 6:30PM.

A motion to adjourn the meeting was made by Trustee Thomas, seconded by Trustee Collea; all in favor 5-0. Meeting adjourned.
