November 13, 2012: Regular Board Mtg

The regular monthly Board meeting of the Village of Yorkville was held on November 13, 2012.  Mayor Anthony C. Leone, Jr. presiding with Deputy Mayor Michael A. Mahoney, Trustees Thomas J. Thomas, James G. Collea and Charlie Carey also present.

 

The meeting was called to order at 7:30 PM. A motion was made to accept the minutes of the prior month's meeting was made by Deputy Mayor Mahoney, seconded by Trustee Collea; all in favor 5-0

 

Public comment was opened to the floor.

•1.      Arlene Kallassy of 59 Whitesboro St. complained about parking in front of her house. She can't get out of her driveway because traffic goes too fast and the street narrows  there, but parking on both sides is allowed. Also, she mentioned that the fence from the business on Oriskany Blvd. is down ( her back yard). George Farley will inspect the fence.

Mayor Leone asked the Police Chief to make a recommendation at the next meeting.

 

•2.      Jim Mackay, 405 Calder Ave. asked if the health insurance has changed for the

       part-time people yet. The Mayor advised it that it had not.

 

•3.        Norm Seakan, 2211 Highland Ave. asked if the lights were ready for the Christmas trees. Highway Superintendent Larry Felitto gave a price of $480 for the lights. A motion was made by Deputy Mayor Mahoney, seconded by Trustee Carey to purchase the lights. Vote was 4-1, Trustee Thomas nay.

Mr. Seakan also asked about the street lights on the end of the ramp. He asked if we could get street lights there?  Felitto will look into their ownership.

 

Public comment portion of meeting was closed.

 

Reports

 

Deputy Mayor Mahoney reported that the ceiling tiles in the truck room will be taken down Monday & Tuesday next week. Trustee Collea made a motion to paint the ceiling, seconded by Trustee Carey; all in favor 5-0.

 

Trustee Thomas had nothing to report.

 

Trustee Collea had nothing to report.

 

Trustee Carey reported that a site plan review was submitted to the Planning Board by Venice Pizza. A public hearing will be held on December 12th at 7PM

 

Financial report was given to the Board and Vouchers in the amount of $107,768.07 were approved.

 

Attorney John Dillon had nothing to report.

 

Police Chief Gregg DeLuca asked the Board for permission to rehire Officer Rich Szmurlo to maintain the evidence room and to help with investigations. A motion was made by Deputy Mayor Mahoney, seconded by Trustee Carey to rehire Szmurlo; all in favor 5-0. He also asked permission to obtain a Utica College intern at no cost to the Village for 14 weeks. Motion to accept made by Trustee Carey, seconded by Trustee Collea; all in favor 5-0. He also reported that the Village has been accepted into the  free NYS Accreditation Program.

 

Highway Superintendent Felitto reported that all Police cars are winter ready. The Highway trucks are ready as well. He asked the Board about the A/C compressors and if they made a decision on covering them or not? He suggested a plywood teepee type cover and the Board was okay with that. He will proceed with that method.

 

Fire Chief Morosco stated that the Boiler was fixed again. It needed an air compressor.

Codes Officer Farley presented a written report.

 

Planning Board presented a written report.

 

Trustee Carey asked for an executive session at the end of the meeting to discuss a Codes

Dept.Problem.

 

Mayor Leone announced a new member to the Zoning Board of Appeals, Karen Popielski.

He asked that all department heads and Trustees get their 6 month figures ready for a financial workshop in early December (no date yet).

Mayor Leone invited everyone to the Annual Tree Lighting Ceremony on December 2nd at 5:30PM. He instructed the Clerk to invite the other Villages.

He also mentioned that the next meeting would be on January 8, 2013 because of the New Year Holiday.

 

Correspondence was read.

 

A motion to adjourn to executive session was made by Trustee Carey, seconded by Trustee Collea; all in favor 5-0.

Building inspection progress was discussed; no motions were made or votes were taken.

A second matter of an employee's health insurance deductible was discussed, but pending some review no decision was made. Deputy Mayor Mahoney left the meeting.

A motion to exit executive session and resume the meeting was made by Trustee Carey,

Seconded by Trustee Thomas; all in favor 4-0.

A motion to adjourn was made by Trustee Carey, seconded by Trustee Thomas; all in favor 4-0.
