February 13, 2019: Yorkville Village Board Meeting

February 5, 2019 the monthly Village of Yorkville Board Meeting was called to order at 7PM by Mayor Michael A. Mahoney, at the Municipal Building at 30 Sixth St. Yorkville. In attendance were Deputy Mayor Thomas J. Thomas and Trustees James G. Collea, Richard F. Hayes and David J. Morosco. Also present were Village Attorney John W. Dillon and Village Clerk Stephanie Nowak. Motion 5-2019 was made by Deputy Mayor Thomas, seconded by Trustee Hayes to approve last month’s minutes; all in favor 5-0. Motion 6-2019 to approve February’s vouchers in the amount of $56,939.81 was made by Deputy Mayor Thomas, seconded by Trustee Collea; all in favor 5-0. Motion 7-2019 to approve payments of $17,427.50 and 3045.00 to O’Brien and Gere engineering was made by Deputy Mayor Thomas, seconded by Trustee Hayes; all in favor 5-0. Motion 8-2019 was made by Trustee Collea, seconded by Deputy Mayor Thomas to approve a payment of $5451.66 to National Grid for LED street light conversion; all in favor 5-0. Public comment portion of the meeting was opened. Donna Dellanno of 11 Elmwood Ave. had a list of questions to be addressed regarding Taco Bell. Donna also asked if there was a way to add a camera to the intersection by Taco Bell. The intersection has become populated and Dellanno was concerned for traffic accidents and general safety. The Mayor replied that he will look and see if there is a camera currently in place has that can see that area. With out any further comment the Public Comment portion of the meeting was closed at 7:13PM. Deputy Mayor Thomas reported that he conducted an annual Review of the Justice Court Records on January 14, 2019. Deputy Mayor Thomas reported that the Village of Yorkville Court was in compliance with the guidelines as prescribed by the New York State Justice Court System. Deputy Mayor Thomas found no discrepancies or deficiencies. Motion 9-2019 was made by Trustee Hayes seconded by Trustee Collea to approve a resolution for the Justice Court Review; all in favor 5-0. Trustee Collea attended the Planning Board Meeting on January 28, to be involved with the Proposed Stewart’s Shop build. Trustee Collea stated the Yorkville Volunteer Fire Department will hold its annual Installation Dinner on Saturday, February 9 starting at 7 PM. This year the dinner is being held upstairs in the Municipal Building. The Yorkville Fire Department responded to 51 calls in January. Trustee Hayes brought to attention the change of Dudley Ave. becoming seasonal parking. Parking will only be allowed on the East side of the Street during winter months. This is to allow for the safe passing of emergency vehicles and snow and ice control vehicles. Financial report was received in writing. Village Attorney John Dillon had nothing to report at this month’s meeting. Police Report was delivered written. Larry Felitto of the Highway Department was present to give the monthly report. Larry stated that the end of January was a busy month for snow and ice removal. During the beginning of the month the Highway department personnel were able to remove decorations and perform some maintenance on the Highway Garage and the Municipal Building. Larry also reported that the elevator in the Fire House is now once again operational. Fire Department had no representation at the meeting as they were responding to call. Codes Report was written. Planning Board report was written. Zoning Board report was written. Mayor Mahoney introduced Town Councilman David Glen. Councilman Glen spoke as to the status of the Sauquoit Creek. He said the issues are corrected for now and they are continuing to look for permanent solutions. Work to improve the conditions of the creek without any delay will begin by the beginning of March. Mayor Mahoney asked the board members to get all budget information in, in the next few weeks as we will begin the budget process for 2019-2020. Mayor Mahoney also informed the Village that the Board is looking into making the Municipal Building key card access only. The Board is working on getting quotes. Clerk/Treasurer Stephanie Nowak will be attending a 2-day Grants Writing Training in Syracuse this week. Mayor Mahoney will be attending Winter NYCOM early next week. The official Whitestown Fire Contract has been approved and Yorkville will be receiving $60376.87 from the Town for Fire Fighting Services. Motion 10-2019 to adjoun the meeting at 7:26PM was made by Trustee Collea, seconded by Trustee Morosco; all in favor 5-0.
