March 05, 2019: Yorkville Village Board Meeting

March 5, 2019 the monthly Meeting of the Board of Trustees was called to order at 7PM by Mayor, Michael A. Mahoney, at the Municipal Building at 30 Sixth Street in Yorkville. In attendance were Deputy Mayor Thomas J. Thomas and Trustees Richard F. Hayes, and David J. Morosco. Also, in attendance were Village Attorney John W. Dillon and Village Clerk/Treasurer Stephanie Nowak. Trustee James G. Collea was present for the voucher portion of the meeting and then was called away on a work emergency. Motion 11-2019 was made by Deputy Mayor Thomas, seconded by Trustee Hayes to approve the minutes from the previous month; all in favor 4-0. Motion 12-2019 to approve Marchs’ vouchers in the amount of $51,826.36 was made by Trustee Morosco, seconded by Trustee Thomas; all in favor 4-0. Motion 13-2019 to accept the resignation of part time Police Officer Daniel Forte who has accepted a full-time position with another department, was made by Trustee Thomas, seconded by Trustee Morosco; all in favor 4-0. The acquisition of Gene Sinardo as part time Court Deputy was approved in Motion 14-2019 made by Deputy Mayor Thomas, seconded by Trustee Morosco; all in favor 4-0. Sinardo is a retired Officer of the Kirkland Police Department in search of part time employment. Motion 15-2019 was made by Trustee Hayes to accept the application of Russel Schaffer as a part time Police Officer to take the place of part time Officer Forte who gave notice, motion was seconded by Deputy Mayor Thomas; all in favor 4-0. The meeting was opened for public comment - no comments were made. Deputy Mayor Thomas had nothing to report for this meeting. Trustee Hayes informed everyone that the Planning Board meeting was canceled this month due to extreme wind. The Zoning Board minutes are written and include the approval for Stewarts to move forward with the process as the Zoning Board granted the request of variances that Stewarts was asking for. Trustee Morosco had nothing to report at this time. Larry Felitto and Sal Granato were present from the highway department. They informed the board that the department is close to depleting their supply of salt for the roads. This winter has proven to be difficult with inventory control as the frigid temperatures were not helpful when cleaning the roads of snow and ice. Felitto reported that the Hot water heater in the Municipal Building was replaced and the tank was repurposed to the highway garage where they needed a tank. All employees of the Highway Department have attended a sexual Harassment Seminar and are following the New York State law that states that all New York State employees must be trained in Sexual Harassment Guidelines. Codes reports were delivered in writing. Fire Department had nothing to report at this meeting. Planning Board had no meeting this month due to weather. Zoning Board report was written. Mayor Mahoney informed the Board members of the NYCOM packet included with their meeting materials. He stressed the importance of the material covered in the NYCOM packet and urged all members to look at it. Mayor Mahoney asked all board members and department heads to have their information ready as soon as they can for the Spring installment of the newsletter. Mayor Mahoney also reported that we have begun the process of the 2019-2020 budget. At this time Mayor Mahoney requested a motion for executive session to discuss personnel matters. Motion 16-2019 was made to enter executive session at 7:25 by Trustee Morosco seconded by Deputy Mayor Thomas; all in favor 4-0. No motions were made while in executive session. Motion 17-2019 was made by Deputy Mayor Thomas, seconded by Trustee Collea to exit executive session; all in favor 4-0.
