May 09, 2019: Yorkville Village Board Meeting

The monthly meeting was called to order May 7, 2019 at 6PM by Mayor Michael A. Mahoney. Present were; Trustees, James G. Collea, Richard F. Hayes and David J. Morosco. Also present was Deputy Mayor Thomas J. Thomas. The village attorney John Dillon was present as was the Village Clerk/Treasurer Stephanie Nowak. Motion 27-2019 was made by Trustee Morosco to approve April’s minutes. Trustee Hayes seconded the motion; all in favor 5-0. Trustee Collea made Motion 28-2019 to approve the vouchers in the amount of 71,665.80, this was seconded by Deputy Mayor Thomas; all in favor 5-0. Deputy Mayor Thomas reported that he is working on lining up the summer music concerts in the park. The first concert will be Thursday, July 11th. He will have the full schedule complete by the June meeting. Trustee Collea reported that the fire department fund drive is in full swing and the members are out delivering donation envelopes. Trustee Collea also stated that the Memorial Day Service will be held Monday, May 27th at 1PM. The location will be the Memorial Park on West Whitesboro St. All are invited to attend. Trustee Hayes reported that he and the Codes Officer George Farley met with representatives from Hoffman carwash. They are interested in buying 610 Oriskany Blvd. and constructing a car wash. Trustee Morosco wanted to take this time to thank Larry and the highway department for the much-needed improvements to the bathrooms in the municipal building. Financial report was written. Attorney Dillon had nothing to report at this time. Police report was delivered as written. Officer in Charge Patrick Collea requested the approval of the board in adding a part time officer to begin Phase II of training. The Officer is Andrew Sobel from Whitesboro. Trustee Morosco made Motion 29-2019 that the board approve the addition of Andrew Sobel, this was seconded by Trustee Collea; all in favor 5-0. Larry Felitto Supervisor of the Highway department gave the highway report. He stated that the department is working in between rainstorms to get all the grass cut. They have been working on building maintenance and repairs to buildings. The park is open for play and the ball field is up and running. The scoreboard will be replaced soon, and games will start. Black topping is set to begin the beginning of July. The streets for this year are; Calder Ave, Hilcrest, Duroe, Myers, Maxon between Dudley and Wilcox and Wilcox north and south. Fire Department had no report. All members were handing out donation envelopes. Codes Report was delivered written. Planning Board report was written. Zoning Board report was written. Mayor Mahoney brought up an e-mail he received from a resident inquiring if the guard rail surrounding Memorial Park was necessary. The board had a discussion and it was agreed that the guard rail did serve a purpose. It was for safety of anyone who may be in the park. They also discussed that in years before the guardrail people would park on the grass and cause damage to the grass and the earth beneath it. The Board agreed that the guard rail must stay, but is discussing the idea of painting it, so it will be less of an eye sore. The Mayor wanted to mention that the Yorkville Village Justice has been helping Whitesboro and filling in as Judge once a week. Marianne Buttenschone held a town hall meeting here at the Boardroom on May 1. There was a great turnout of people who came to listen and ask questions. The Village would like to thank Ms. Buttenschone for being here. Motion 30-2019 to adjourn the meeting at 6.37PM was made by Trustee Collea, seconded by Trustee Morosco; all in favor 5-0.
