The October 1, 2019 meeting of the Yorkville Board of Trustees was called to order by Mayor Michael A. Mahoney at 7PM and began with the Pledge of Allegiance. Members present were; Deputy Mayor James G. Collea, Trustees; David J. Morosco, Deborah L. Constas and Adam J. Sassone. Village Attorney John W. Dillon was also present along with Village Clerk/Treasurer Stephanie Nowak.
Motion 69-2019 to approve the minutes of last months meeting was made by Trustee Morosco, seconded by Deputy Mayor Collea; all in favor 5-0.
Motion 70-2019 was to approve the vouchers in the amount of $60,362.76. Trustee Constas made this motion and was seconded by Trustee Sassone; all in favor 5-0.
Motion 71-2019 was made to approve the date of Wednesday, November 6, 2019 for the next Village Board meeting. The first Tuesday of the month is election day and the board room will be occupied for voters. Deputy Mayor Collea made the motion to approve the date and was seconded by Trustee Morosco; all in favor 5-0.
Mayor Mahoney updated the Board and residents that were present about the National Grid billing of the new LED streetlights.
Motion 72-2019 to approve the change of all residential zoning areas of R2 be changes to R1 was made by Trustee Morosco, seconded by Deputy Mayor Collea; all in favor 5-0.
Motion 73-2019 was made by Trustee Morosco to change the zone of the old Dunlop property from C1 to C2. Deputy Mayor Collea seconded this motion and it was approved 5-0.
Motion 74-2019 was made to start the process of combing the Planning and Zoning Boards into one Zoning Board. This motion was made by Trustee Morosco, seconded by Deputy Mayor Collea; all in favor 5-0.
Mayor Mahoney opened the meeting for public comment. No one had any comments.
Deputy Mayor Collea reported that the bulk trash up for the highway department went well. The fire department had their annual fire hydrant testing and found 12 hydrants that had some issues. The water department has repaired about 9 of these hydrants already.
Trustee Morosco wanted to remind everyone of the Halloween parade and costume party afterward at the fire department. This will be held on October 31.
Trustee Constas had nothing to report at this time.
Trustee Sassone also had nothing to report.
Financial report was presented as written.
Village Attorney John Dillon did not have anything to report.
Police Department- Mayor Mahoney reported that the department had a golf outing to support the PBA. The PBA helps to fund programs such as shop with a cop where the police officers will take children shopping.
Joseph Morosco, of the Highway department commented that the bulk trash pickup was successful with about 35 tons of trash being collected.

Fire Department Chief Joseph Morosco reported that one of the new rescue trucks is almost complete.
Planning Board report was written.
Zoning Board Report was written.
The Mayor wanted to address the topic of car burglaries that have been taking place in Yorkville and the surrounding villages and towns. He urged the residents to lock their doors. The induvial or individuals responsible for this are not breaking into vehicles, they are targeting vehicles that have been left unlocked. If we lock our doors, they will not have anything to get.
Motion 75-2019 to adjourn the October meeting was made at 6:22pm by Trustee Morosco and seconded by Trustee Sassone.
