The November meeting of the Village of Yorkville Board of Trustees was called to order at 6pm by Mayor Michael Mahoney. In attendance were; Deputy Mayor James G. Collea, Trustees David J. Morosco, Deborah L. Constas and Adam J. Sassone. Also, in attendance were, Attorney John Dillon and Clerk/Treasurer Stephanie Nowak.
The meeting was opened with Mayor Mahoney leading in the Pledge of Allegiance.
Motion 76-2019 to approve the minutes of the October Board of Trustees meeting was made by Trustee Morosco, seconded by Deputy Mayor Collea. All in favor 5-0.
Motion 77-2019 was made by Trustee Sassone to approve the November vouchers in the amount of $78,840.80. This motion was seconded by Trustee Morosco. All in favor 5-0.
Motion 78-2019 was made to approve a resolution to accept the recommendations made by the Oneida County Department of Planning, to include parcels 318.005-9-66, 305.020-3-28, 305.020-3-29, 305.020-3-30, 305.020-3-31, 305.020-3-49, 318.005-9-11, 318.005-9-1.2 in the request to change the zoning from C1 to C2. This motion was made by Deputy Mayor Collea, seconded by Trustee Morosco; all in favor 5-0.
Resolution
WHEREAS, the following properties will have a zone change from C1 to C2, 318.005-9-66, 305.020-3-28, 305.020-3-29, 305.020-3-30, 305.020-3-31, 305.020-3-49, 318.005-9-11 and 318.005-9-1.2.
WHEREAS, the Village Board of Trustees of the Yorkville Village Board held a meeting on November 6, 2019 and
WHEREAS, a resolution was introduced by Deputy Mayor Collea, was seconded by Trustee Morosco and was approved by a vote of 5-0; all in favor.
NOW THEREFOR BE IT RESOLVED, that the above-mentioned properties with recommendation from Oneida County Department of Planning be zoned C2.
Resolved further, that the officers of the Village of Yorkville Board are, and each acting alone is hereby authorized and directed to take such further actions as may be necessary, appropriate or advisable to implement this resolution.

Mayor Mahoney welcomed students from the local area who were at the Board Meeting as part of a class credit. Noah Collea and Ella Loraine.
This portion of the meeting was opened for public comment.
There was a comment made by a resident of Jones Place who wanted to discuss the issue of flooding to his home. He wanted to know if the Village was aware of the problem. With the recent flooding of October 31st, 2019, much of the Village of Yorkville was experiencing flooding concerns. He advised the board of his problems and the Mayor said he would have the Highway Department look at the situation.
The next comment was from a resident of Arnold Ave. The resident wanted to make the Village Board aware of a situation with a barking dog. The resident has made several reports with the Yorkville Police Department about the dog barking at all hours. Officer in Charge Patrick Collea was present and explained to the resident that summons have been issued to the owner of the dog. The resident of Arnold Ave. also had another comment about the new LED streetlights the Village of Yorkville had installed. He wants to know if anything can be done to adjust the direction of the light. The resident says that the light is more concentrated in one spot compared to the way it used shone over a larger section of the street with the old streetlights. The Board commented that they will contact National Grid and see if anything can be done to adjust the light.
Deputy Mayor Collea commented on the Halloween flood. The storm came at about 8:00PM on October 31st dropping almost 5 inches of rain. This area experienced the worst flooding it has in some years. Deputy Mayor Collea wanted to thank the Highway, Police and Fire Departments for everything they did to assist with evacuation and clean up.
Trustee Morosco also wanted to thank all local responders for the flood assistance. Trustee Morosco also wanted to let everyone know that the annual Fire Department Roast Beef Dinner will be held on Saturday, November 9th from 3PM until 7PM.
Trustee Constas had nothing to report.
Trustee Sassone wanted to say thank you to all the crews who assisted with the flood relief. Trustee Sassone commented on the Halloween Parade and how well it went.
Attorney Dillon had nothing to report.
Police report was delivered as written.
Highway supervisor Joseph Morosco reported that they have been working overtime to get all leaves picked up before the impending snowfall and stated that they have been working closely with the residents to get everything cleaned up after the flooding.
Codes report was written.
Fire Department Chief Joseph Morosco reported that the volunteers are taking some time to relax after working many hours to assist with the flood clean up. The new rescue truck should be in service within the next few weeks.
Planning Board report was written.
Zoning Board report was written.
Mayor Mahoney stated that he was pleased to see the school students here to further their knowledge on government.
Motion 79-2019 was made by Deputy Mayor Collea to adjourn the November meeting. This motion was seconded by Trustee Morosco; all in favor 5-0.
