January 07, 2020: Yorkville Village Board Meeting

01/07/2019 The January monthly meeting of the Yorkville Board of Trustees was called to order at 6PM by Mayor Michael A. Mahoney. Deputy Mayor James G. Collea was present as well as, Trustees; David J. Morosco, Deborah L. Constas and Adam J. Sassone. Also attending were Village Attorney John Dillon and Village Clerk/Treasurer Stephanie Nowak. The meeting started with the Pledge of Allegiance. Mayor Mahoney asked for a motion to approve December’s minutes. Motion 02-2020 was made by Deputy Mayor Collea, seconded by Trustee Morosco; all in favor 5-0. Motion 03-2020 was made by Trustee Sassone to approve the vouchers in the amount of $41,526.03, Trustee Morosco seconded the motion; all in favor 5-0. The Yorkville Volunteer Fire and Hose Company held their annual meeting and officers were elected for the 2020 year. As in accordance with Village Law, section 205 the Village needs a motion to approve elected officers. Motion 04-2020 to approve elected officers was made by Deputy Mayor Collea, seconded by Trustee Morosco; all in favor 5-0. Motion 05-2020 was made by Trustee Morosco, seconded by Deputy Mayor Collea for Clerk/Treasurer Stephanie Nowak to conduct the Yorkville Village Court Audit on January 22, 2020, pursuant to Uniform Justice Court Act 2019-a; all in favor 5-0. Motion 06-2020 was made to approve a payment of $172,758.31 to National Water Cleaning for ongoing sewer work in the Village. Motion to approve was made by Trustee Sassone, seconded by Deputy Mayor Collea; all in favor 5-1. The 43rd Boilermaker Road Race will take place on July 12, 2020. Jim Stasaitis sent a letter requesting approval from the Village of Yorkville for the race to run through the Village. He is also asking for assistance from the Yorkville DPW to place barricades and assistance from the Yorkville Police Department in traffic control. Motion 07-2020 was made to approve the Boilermaker Road race and Village assistance was made by, Trustee Morosco, seconded by Trustee Sassone; all in favor 5-0. Motion 08-2020 was made by Deputy Mayor Collea, seconded by Trustee Morosco to approve payment of $5970.00 to Douglas Goodfriend for legal services rendered during the amended sewer project. Deputy Mayor Collea made motion to approve, seconded by Trustee Morosco; all in favor 5-0. Motion 09-2020 was to approve easement agreements between the Village of Yorkville and the residents of West. Sinclair Ave. This easement will allow the Village access to their property to preform sewer work as needed. Motion to approve was made by Deputy Mayor Collea, seconded by Trustee Constas; all in favor 5-0. This portion of the meeting was opened for Public Comment. There were no comments from the residents. The Village Board held a Public Hearing regarding the Zone change of all R2 districts to R1 districts. There were no public comments during the Public Hearing. The Mayor would like a motion to approve the zone change pending approval from Oneida County Planning Department. Motion 10-2020 was by Trustee Morosco, seconded by Trustee Sassone to approve the zone change; all in favor 5-0. Deputy Mayor Collea wanted to bring to everyone’s attention that the Village is continuing to work with National Grid on pricing adjustments to reflect the newly installed LED Street Lighting. Trustee Morosco wanted to thank the Fire Department who did a great job containing a Garage Fire this week. Trustee Constas reported that roof repairs have been made to the Municipal Building. Trustee Sassone wanted to wish everyone a happy New Year. Trustee Sassone wanted to thank the Fire Department for the Holiday festivities this year. Trustee Sassone asked residents for any ideas they may have for activities that the Village can host in the Park. Financial Report was written. Village Attorney had nothing to report at this time. Police Department report was delivered as written and consisted of a list of activities per Officer per Shift. Highway Supervisor Joe Morosco reported that everything was running well in the Highway Department. Codes reports were delivered in writing by Codes Officer George Farley and Zoning Officer John Constas. Fire Department Chief Joseph Morosco reported that the new Rescue truck will be in service soon. Planning and Zoning Boards had no reports, there were no meetings in December as there was no new or old Business to be heard. Mayor Mahoney stated that Village Attorney John Dillon is finalizing the Resolution to abolish both the Planning and Zoning Boards and start with a new Zoning Board, handling Zoning and Planning, consisting of 5 members and 2 alternates. Mayor Mahoney asked for the Boards approval of vacation time payouts. He Stated that the Contract for both the Highway and the Police Department read that vacation time is not cumulative. Mayor Mahoney asked if all Board members understood that. They responded with yes. He asked for approval to pay Officer Joseph Longo for 56 Vacation hours and 16 Holiday Hours for a payout of $1758.24. Motion 11-2020 was made by Deputy Mayor Collea to approve, seconded by Trustee Morosco; all in favor 5-0. Mayor Mahoney next asked for approval to pay DPW employee John Constas for 32.5 vacation hours. Mayor Mahoney asked that Trustee Constas abstain from voting due to a conflict of interest. Trustee Constas agreed. Motion 12-2020 to approve vacation payout of $699.08 was made by Trustee Morosco, seconded by Deputy Mayor Collea; all in favor 4-0. Mayor Mahoney asked for approval to pay DPW employee Joseph Morosco for 107.5 vacation hours. Mayor Mahoney asked that Trustee Morosco abstain from voting due to a conflict of interest. Trustee Morosco agreed. Motion 13-2020 was made by Trustee Sassone, seconded by Deputy Mayor Collea to approve vacation pay out of $2687.50 to Joseph Morosco; all in favor 4-0.
